All depends on your recipe. I’ve done both and leaving them uncooked is fine but you will need to make your mince wetter and your white sauce thinner, also cooking it with foil over for the first half of the time will help it cook through.
But here is the thing, if you cook the pasta first the entire dish will be richer and tastier. It just is!
